Dr. Ellis LeRoy Armstrong died January 26, 2001 at home with his devoted and loving wife by his side. He is remembered for his great dedication, leadership and ac-complishments in Civil Engineering, and honored as a wonderful family patriarch, father, grand-father, and great-grandfather. A great humanitarian and one who was unswerving in his con-fidence in the good-ness of his fellow man.
He was born in Cedar City, UT, May 30, 1914, the eldest son of eight children to LeRoy and Mae Armstrong. He married Florine Clark June 8, 1937 in the Salt Lake LDS Temple. He graduated from Utah State University in 1936 and did advanced studies at Utah State and Colorado State Universities. Later receiving a Doctor of Engineering (Honoris Causa) New Jersey Institute of Technology, Doctor of Science (Honoris Causa), Southern Utah State University. He was adjunct professor of Civil Engineering at the University of Utah, Utah State University, and Brigham Young University.
His career spanned 25 years of government service including Utah Director of Highways 1957-58, U.S. Commissioner of Public Roads 1958-1961, Assistant Regional Director, U.S. Bureau of Reclamation then became United States Commissioner of Reclamation 1969-1973.
His twenty seven years in private practice included Project Engineer for the St. Lawrence Seaway Power Project; 1953-57; President Better Highways in Formation Foundation 1961-62; Chairman, U.S. National Committee of World Energy Conference 1972-74; President, U.S. Committee of the International Water Resources Association 1976-79; and many other National and International leadership assignments. He was a popular public speaker to more than 2000 youth groups, service clubs, universities, and international conventions. He published over 150 articles on energy, water resources, highways, soils and foundations, and management. Ellis was honored throughout his lifelong career with numerous awards including distinguished service award, Utah State University, 1959. Utah Engineer-of-the-year 1969, United States Public Works Man of the Year, 1971, National Honor Member, Chi Epsilon Civil Engineering Honor Fraternity.
His church service included Branch President, Stake High Council, Gospel Doctrine Teacher, Priesthood Leader, Mission President's Counselor and Ward Clerk.
Preceded in death by his parents; sister, Marybelle; brother, Willard; and son, Larry. Survived by his wife Florine; brother, George; sisters, Rela Erikson, Anna Jean Evans; children, Ellis Bruce, Dale Clark (Janet), Elaine (Michael) Jannelli, Diane Robinson and David Kent (Betty Ann); 26 grandchildren and 15 great-grandchildren.
Funeral services will be held Thursday, February 1, 2001 at 11 a.m. at the Mount Olympus Sixth Ward Chapel, 4407 Fortuna Way. Friends may call Wednesday evening 6-8 p.m. at Cottonwood Mortuary, 4670 Highland Dr. Interment, Memorial Estates Mountain View, 3115 E. Cottonwood Heights.
