US Congressman. He graduated from Dartmouth College in 1894. Burroughs served as Private Secretary to Congressman Henry M. Baker from 1894 to 1897, while also attendeding law school at Columbian College (now George Washington University). He graduated in 1896 and became an attorney in Manchester. Burroughs was a member of the New Hampshire House of Representatives from 1901 to 1902. From 1901 to 1907 he was a member of the state Board of Charities and Corrections, and he served on the state Board of Equalization from 1909 to 1910. In 1917 Burroughs was elected to the US House of Representatives as a Republican in a special election held to fill the seat left vacant by the death of Cyrus A. Sulloway. Burroughs was reelected to two full terms, serving from May 1917 until his death. He did not run for reelection in 1922, and died six weeks before the expiration of his final term in Congress.
