Fred was the second of six children born to Carlos Frederick and Columbia Leticia Gale Mansur. He was born in Camptonville, CA the same year the family emigrated there from Canada. They moved to Santa Ana, CA when he was eleven years old.

Fred married Minnie C. Gardner in Santa Ana on Mar. 30, 1891. He is shown in the 1900 Census as living at 120 Washington Ave, Santa Ana, Orange Co., CA with wife Minnie (31) and their three children, Mildred G. (8), Mabel M. (6) and Warren C. Mansur (0).
