Son of Allen Blue Carmen and Clara Ethel Burks. He served in the US Army in the rank of SP4. Dean came to Odessa in 1950 from Roscoe, Texas. He married Judy Cox on June 21, 1959 To this union three daughters were born. Judy Ann, Gwendolyn Kay, and Susie Jane. He was a long-time manager of Sav-Mor Oil Co. Had been a police officer for the Odessa Police Department and a truck driver for Enterprise Products, JH Rose Trucking and Wooten Grocery. He died from Leukemia
