In 1855, he immigrated to the United States, attended public schools and moved to Chicago Illinois, in 1865. He worked at the boot and shoe trade until 1879 and was employed as a clerk in the service of the city until 1885. He was appointed superintendent of city streets and served until his resignation 1891. That same year, he was elected as a Democrat to the Fifty-second and Fifty-third Congresses and served until 1895. After he was succeeded, he served as president of the Chicago General Railways in 1896 and 1897 and as commissioner of public works of Chicago, 1898 to 1901. His last public office was as city controller, 1901 to 1907 and again as commissioner of public works, 1911 to 1915.
