In 1854 he immigrated to the United States, became a citizen, studied law and was admitted to the bar in 1877. From 1880 to 1888 he was a United States district attorney, and United States commissioner for Utah, 1881 to 1893. he also served as probate judge of Sanpete County 1888 to 1890, prosecuting attorney from 1892 to 1894, and member of the Territorial House of Representatives from 1893 to 1895. He was judge of the seventh judicial district for the State of Utah, 1896 to 1905 and a delegate to the Republican National Convention in 1912. In 1913 Johnson was elected as a Republican to the Sixty-third Congress and served until 1915. After his term, he resumed the practice of law in Salt Lake City, Utah until his death.
