US Congressman from New York. He studied law and became an attorney in New York City in 1794. He served as Clerk to the state Attorney General and Judge of New York City's Marine Court and City Court. Lawrence served in the New York Assembly in 1808, and was New York County Clerk from 1811 to 1812. In 1814 he moved to the town of Cayuta in what is now Schuyler County. Lawrence served again in the New York Assembly from 1817 to 1818 and 1820 to 1821. In 1822 he was elected to the US House of Representatives as an Adams-Clay Republican, and served one term, 1823 to 1825. He did not run for reelection and returned to his estate on Cayuta Lake. He was the brother of William Thomas Lawrence, who also served in Congress. The Fontainebleau Inn, a private business that hosts parties, receptions and other events, is located on the site of Samuel Lawrence's estate near Lawrence Cemetery. Lawrence Chapel, originally built as a memorial to Samuel Lawrence's children, is today owned by the Chemung County Historical Society and is used for weddings and other activities.
