US Congressman from New York. He earned bachelor's degree in law from St. John's University in Brooklyn and master's degree from Brooklyn Law School, and became an attorney in Queens. In the late 1930s and early 1940s he organized the Queens County Young Republicans. After running unsuccessfully for the New York Senate in 1938, he won a New York Assembly seat in 1940 and served part of one term, 1941 to 1942. In 1942 Latham joined the US Navy, became a pilot, and served in the Pacific Theater until February, 1945, afterwards serving as a member of the Naval Reserve. In 1944 he ran for the US House of Representatives in abstentia and won. He won reelection six times, and served from February 1945 to December 1958. In 1950 he returned to active duty as a Navy pilot during the Korean war. In 1958 Latham became a Justice of the New York Supreme Court and served until 1972, when he became a Judge of the Supreme Court's Appellate Division. Latham served on the Appeals Court until his retirement in 1979.
