He was the son of Burton Harrison, Confederate President Jefferson Davis's private secretary, and novelist Constance Cary Harrison. He graduated from Yale in 1895 and New York Law School in 1897, and then became an attorney while also teaching at his alma mater. He served as a Captain during the Spanish American War, and then resumed the practice of law. In 1902 was elected to the US House of Representatives as a Democrat, serving from 1903 to 1905. In 1904 he was the unsuccessful Democratic nominee for Lieutenant Governor. In 1906 he returned to the US House and was reelected three times, serving from 1907 until he resigned in 1913 to accept appointment as Governor General of the Philippines Territory. He served until 1921, and then became a resident of Scotland. In 1934 he was appointed an advisor to the President of the Philippines, a position he held for ten months. In May 1942, he returned to the Philippines as advisor to the President. From 1946 to 1947 Harrison was US Commissioner of Claims in Manila. Beginning in 1946 he served as senior advisor to the first four men to serve as President after the Philippines became independent. Harrison became a resident of Spain in 1951, where he lived until moving to Califon, New Jersey in August, 1957.
