| Birth: | Dec. 5, 1841 | | Death: | Dec. 9, 1907 |  U.S. Congressman. Born in Cleveland, Ohio, he taught in the public schools of Ohio at Zanesville and Columbus while studying law. He was admitted to the bar in 1866 and practiced as an attorney in Osceola, Missouri from 1864 to 1867. He then returned to Ohio to practice law in Columbus. In 1874, he became the prosecuting attorney of Franklin County until 1878. Elected as a Democrat to represent Ohio's 13th District in the United States House of Representatives, he served from 1885 to 1895. When the Congressional Districts were realigned, he represented Ohio's 9th District from 1891 to 1893, and the 12th District from 1893 to 1895. While a member of Congress, he was the chairman of the committee on Pacific Railroads, and a member of the committee on Military Affairs. He was not a candidate for reelection in 1894 and was appointed by President Grover Cleveland to the Board of Ordnance and Fortification from 1895 to 1899. In 1904, he became the dean of Ohio State University until his death in 1907. (bio by: K Guy)
