Howard was a retired press operator for General Electric Glass Plant in Somerset, KY, a member of the East Somerset Baptist Church and an Army Veteran. Survivors include; his wife, Betty Jane Alexander Phelps, whom he married on January 4, 1958; two daughters, Karla Beth (David) Hargis, and Krista Brooke (Keith) Pierce all of Somerset, KY; four grandchildren, Logan and Zachary Hargis and Bailey and Parker Pierce all of Somerset, KY; and one sister, Virginia (and Earl) Cottongim of Oakridge, TN.
