US Congressman. He was a successful lawyer and a representative in the Delaware State Assembly from 1908 to 1910. In 1913, he was elected as Democrat to the Sixty-third Congress and served one term, until 1915. An unsuccessful candidate for reelection, he resumed the practice of law until his death, with firms in Clayton, Delaware, and Wilmington, Delaware.
