US Congressman. He studied law and became an attorney in Martinsburg in 1845. In 1853 he became President of the Bank of Berkeley. Martinsburg was part of Virginia before the creation of West Virginia during the Civil War, and Hoge served in the Virginia House of Delegates from 1855 to 1859. He was a Delegate to the Democratic National Conventions in Charleston, South Carolina and Baltimore in 1860. At the start of the Civil War he joined the Confederate Army and served as both a line and staff officer. After the war he resumed the practice of law in Martinsburg. Hoge was a Delegate to the State constitutional convention in 1872, and a member of the Democratic National Committee from 1872 to 1876. From 1872 to 1880 he was a West Virginia Circuit Court Judge. In 1880 Hoge was elected to the US House of Representatives as a Democrat and served one term, 1881 to 1883. From 1885 Hoge was US Attorney for the District of Columbia, serving until 1889.
