He graduated from Fordham University in 1907, studied law at Columbia University and became a lawyer in 1909. He was a New York State Senator in 1911 and 1912, and again in 1919 and 1920. He was elected to the US House of Representatives as a Democrat in 1922 and was reelected five times, serving from 1923 to 1935.
