He graduated from the University of Vermont, taught school in Maryland and became an attorney. He moved to Wisconsin Territory in 1837, served as Grant County Clerk and District Attorney, and was a Delegate to Wisconsin's first constitutional convention in 1846. He served in the State Assembly in 1852 and 1853, and was a State Senator in 1856 and 1857. He served again in the Assembly in 1863 and 1864, and was Speaker in his final term. Barber was elected to the US House as a Republican in 1870 and was reelected in 1872, serving from 1871 to 1875. He was not a candidate for reelection in 1874 and returned to his Lancaster law practice. (bio by: Bill McKern)
