He served in the United States House of Representatives from 1928 until his death, as a representative from Oregon's 2nd Congressional District. He was elected to fill the House seat of Nicholas J. Sinnott who had resigned to accept a federal appointment to the United States Court of Claims. Butler received his law degree from Cumberland University in Lebanon, Tennessee and was admitted to the state bar in 1903. He moved to Condon, Oregon in 1906 where he served as the city's mayor and as a circuit judge for Oregon's eleventh judicial district from 1909 to 1911. He was a member of the Oregon State Senate from 1913 to 1917 and from 1925 to 1929. Moody died from congestive heart disease and pneumonia at the age of 51. (bio by: Nils M. Solsvik Jr.)
