"Matt" was the son of James Bailey and Mary "Polly" Bailey. He married Sarah Antoinette "Ann" Kerr.

During the Civil War, Matt enlisted on 4 July 1861 at Princeton, WV. He was a first lieutenant, then reinlisted and promoted to Captain on 27 April 1862, in 2nd Co. H, 60th VA Infantry Regiment. He fought at Frazier's Farm and Cloyd's Farm, serving with half-brothers Edwin and Estill. On 1 June, 1863, he wrote a letter of resignation stating that he was..."afflicted with a disease which incapacitates me from serving...a disease of the eyes." He was discharged on 12 June 1863.

Back home, he was a farmer and a blacksmith. Matt built a three-story mill which was called the Sublet Mill. Later he was in the coal business and became assistant superintendent of the B.&O. Railroad. He died in a railroad accident at the age of 64.
