Eldest and only surviving child of Clement and Elizabeth (Palmer) Plumsted. He was successful merchant of Philadelphia and prominent in both social and political circles of that city. He took part in the city council and served as mayor of the city for three different one-year terms. His father had also served as mayor on multiple occasions.

He was one of the founders of the Academy and College of Philadelphia, which eventually became the University of Pennsylvania.

He married twice and had children by both wives.

William Plumstead Esq. and Mary McCall were married by the Rev. Robert Jenney L.L.D. at Christ Church, Philadelphia on the 27th September 1753. [1]

He was buried at Christ Church burial ground in Philadelphia on 12 August 1765.
