Philip, son of William Neilson Jr and Sarah Lewis Hale, is the husband of Sarah Baddily Howorth who is buried beside him. They were married on 1 Nov 1832.

Philip attempted to start a deaf private school on his property in North Carolina, which now is a Hot Springs and Spa Resort. He also attempted to start a deaf school through the Legislature multiple times without any luck. He believed in deaf education for the deaf children.
