He was born in the old village of Salina, which is now part of Syracuse. The owner of a successful salt works, he was for over 40 years one of upstate New York's most well-known businessmen and largest employers. McCarthy served as a member of the State Assembly in 1846 and as Mayor of Syracuse in 1853. He was twice elected as a Republican to the US House of Representatives, serving from 1867 to 1871. Following an unsuccessful run for a third term, he returned to his business concerns. He reentered politics as a New York State Senator, serving from 1876-1885, and becoming the Senate's President Pro Tem in 1885. When Governor Grover Cleveland was elected President in 1884, Lieutenant Governor David Hill became Governor and McCarthy became Lieutenant Governor, serving from January 6, 1885 until January 1, 1886.
