During World War I, he served with the United States Food Administration and was president of the Connecticut Board of Fisheries and Game from 1923 to 1928. He served as chairman of the Connecticut Water Commission 1925 to 1928, member of the State senate 1925 to 1929 and as president pro tempore 1927 to 1929. In 1929, he was elected as a Republican Senator from Connecticut to the United States Senate and served until 1935. An unsuccessful candidate for reelection, he served as commissioner of welfare for the State of Connecticut 1935 to 1939. His last public service was as a member of the advisory committee of the Human Welfare Group of Yale University and as regent of the Smithsonian Institution 1941 to 1948.
