Served in the Iowa State Senate from 1868 to 1885 and Governor of the state from 1886 to 1890. He was the first governor to serve a full term in the new Capital building in Des Moines. Between 1872 and 1885, he had financial interest with more than a dozen different banks in Iowa, Minnesota and North Dakota. After his second term as Governor, he retired to Clermont, Iowa. In 1893 he wrote "The Railroad Question-A Historical and Practical Treatise on Railroads and Their Abuses."
