Marine Lance Cpl. James W. Higgins, 22, of Frederick, Maryland died from wounds received while conducting combat operations in Al Anbar province, Iraq. He was assigned to 1st Battalion, 1st Marine Regiment, 1st Marine Division, I Marine Expeditionary Force, Camp Pendleton, California. He received the National Defense Service Medal, the Iraq Campaign Medal, the Sea Service Deployment Ribbon, the Combat Action Ribbon and the Purple Heart. He is survived by his parents, James W. Higgins Sr. of Pennsylvania and Debbie Sue Russ Higgins of Thurmont, a brother, Joseph, sister, Melinda and grandparents. He was buried with full military honors. He was 22.
