He was educated in Ireland and France and moved to America when he was 17. Cockran served in the House from 1887 to 1889; 1891 to 1895; 1904 to 1909; and 1921 until his death. A noted orator, his opposition to Democratic presidential nominee William Jennings Bryan and active support for Republican nominee William McKinley was an important factor in McKinley's 1896 victory.
