He was elected lieutentant governor of Idaho in 1922 and 1924 and governor in 1926 and 1928. He warned against excessive expansion of public building programs; but nevertheless, during his administration there were significant additions to the University of Idaho and various charitable institutions. A gasoline tax was instituted to finance the building of state highways. At the end of his administration, he organized the state's efforts to maintain wages and keep people employed at the beginning of the Great Depression. (bio by: Thomas Fisher)
