| Birth: | Dec. 19, 1753 | | Death: | Sep. 1, 1828 |  Governor of New Hampshire. Born in Exeter, he was a member of a prominent New England family. His father served as State Treasurer and his brother Nicholas was a U.S. Senator and Signer of the U.S. Constitution. Gilman too had a distinguished political career as a State Representative (from 1779 to 1781), State Senator (1781), member of the Continental Congress (from 1782 to 1783) and at his father's death, State Treasurer (from 1783 to 1788). He served his first term as Governor in 1794 and won ten successive one year terms until 1805. He served again as Governor from 1813 to 1815. In this capacity he opposed the creation of more state banks other than the one he ran in Portsmouth, New Hampshire, sponsored the creation of New Hampshire's first state map and supported the rebuilding of his state's harbors.
