Ella Gaines Yates was the first black, first female and first non-native Virginian to hold the position of Virginia's state librarian.

Mrs. Yates, appointed by Gov. Gerald L. Baliles in 1986 and replaced by Gov. L. Douglas Wilder in 1990, died of cancer June 27 in an Atlanta hospice. She was 79.

A graduate of Spelman College, she earned her master of library science degree in 1951 from Atlanta University. She earned a doctoral degree from Atlanta Law School in 1979 so she could understand contracts on the flagship Atlanta-Fulton library, whose building she oversaw.

Her numerous accolades included the Distinguished Service Award in 1989 from the Black Caucus of the American Library Association for her commitment to minority recruitment and literacy programs and for providing library services to unserved populations. She helped found the association's Coretta Scott King Book Award.

That year the Virginia Commonwealth Chapter of the National Coalition of 100 Black Women presented her with a Serwa Award for outstanding contributions in government.
