Ramsay was educated at Wingham Public and High Schools. He began work for the CIBC bank on Jul 2, 1940. He enlisted on Mar 7, 1942 in the R.C.A.F; promoted to Pilot Officer in Aug 1943 and Flying Officer in Feb 1944. He trained at Toronto, and St. Johns, Quebec, going overseas in Aug 1943.

Ramsay is also remembered on a family marker at Wingham Cemetery in Wingham, Ontario.
