US Congressman, Attorney. Born in Botetourt County, Virginia, he moved to Christian County, Kentucky with his parents when he was a child. Rumsey was educated at schools in Hopkinsville, Kentucky and later moved to Greenville, Kentucky to study law. He was admitted to the bar and commenced to practice as an attorney in Greenville. He was elected to the Kentucky Legislature in 1822 and served one term before returning to his legal profession. Rumsey became a member of the Whig Party when it was formed and was elected to represent Kentucky's 2nd District in the United States House of Representatives. He served from 1837 to 1839 and declined to become a candidate for renomination in 1838. He resumed his law practice until he retired in the 1850's. Rumsey was an early advocate of the abolition of slavery, but by the time of the Civil War, he had become a slave owner and was sympathetic to the South. He died in Greenville in 1868 when he was 71 years old. His uncle, James Rumsey, was a steam navigation pioneer and was instrumental in the development of riverboat steamers. (bio by: K Guy)
