A graduate of Yale University in New Haven, Connecticut in 1874 and Union Theological Seminary in New York City, New York in 1877, he served three terms as Territorial Governor of Alaska, from 1897 to 1906. As governor, he pursued Native Alaskan civil rights. He was forced to resign in 1906 due to his alleged involvement with the Reynolds-Alaska Development Company, but was later exonerated.
