One of the original settlers of Carroll County, Indiana. Homestead located on what is now Hwy 218, just west of Camden, Indiana. He bought 1443.06 acres of land from the Government Land Office recorded between 1826 and 1830 including land in Sections 19, 13, and 21. His property had orchards, a sawmill, and was located on Deer Creek. There was a ford there and later a bridge (documented in the Library of Congress) known as the Wise's Ford Bridge. From 1872 History of Carroll County: "...on the south side of Deer Creek; and being all of them unmarried, they were "going it alone," or, in other words, keeping "bachelors' hall." It was this circumstance that gave the name to that beautifull little creek wich empties into Deer Creek at Wise's saw-mill, "Bachelors' Run." ..."

Samuel married Elizabeth Wolf in Montgomery County, Ohio. Samuel moved his family, including his children David, Leonard, Samuel, John, Elizabeth, and Susannah from Montgomery County, Ohio in the mid-1820s.

He was associated with Old German Baptist or Church of the Brethren. An old map shows a church or meeting house located near the Wise Cemetery.
