Allen was the son of Wesley and Rhoda Kittle Ewing. He married Erma Larkins on 7 August 1920 in Big Rapids, Mecosta County, Michigan. Allen worked for the Ohio state highway department. His previous marriage had been to Nora Knauss on 8 June 1895 in Wood County. Allen was of medium height, stout, with gray eyes and brown hair.
