Nomination of Three Judges of the United States Tax Court

The President [Reagan] today announced his intention to nominate the following individuals to be Judges of the United States Tax Court for terms expiring 15 years after they take office. These are new additional judgeships created by Public Law 96 - 439 of October 13, 1980, effective February 1, 1981. . . .

Perry Shields is a practicing attorney, specializing in tax law, in Knoxville, Tenn., and served with the Internal Revenue Service as a Revenue Agent in 1950 - 56. Previously he was a claims attorney and a civil advisory and trial attorney in the office of the Regional Counsel in Atlanta, Ga., and Greensboro, N.C. He is 56.

Judge Perry Shields, age 77 of Knoxville died Monday, January 14, 2002 at NHC Healthcare at Cavett Hill.

He was born in Townsend, son of Fred and Alice Dorsey Shields. He graduated from Everett High School and joined the United States Army where he served in the 104th Infantry Division as a medical aide on the front lines in World War II.

In 1944 he was wounded near Auchen, Germany and his leg was amputated. After he returned home he attended Duke University and graduated from Duke Law School in 1950. He was employed by the IRS as a Revenue Agent and then as an attorney in the Office of Chief Counsel for the IRS in Washington, D.C., Atlanta, GA and Greensboro, NC.

From 1955 through 1982 he was in the private practice of law specializing in tax and defending taxpayers in tax controversies. In 1982 he was appointed by President Ronald Reagan to the United States Tax Court where he served until his retirement in 1995. He was a wonderful father and grandfather and his family is very proud of his support of taxpayers while he was on the bench.

Preceded in death by: Brothers, Bruce and JD Shields and seven other brothers who passed away in the flu epidemic of 1918.

Survivors include: Wife of 50 years, Bonnie Shields; Son and Daughter-in-law, Bailey and Ann Shields of Maryville; Daughters, Leslie & husband Scott Lewis of Knoxville and Beth Shields of Savannah, GA; Three Grandchildren, Cooper Shields Lewis, Kevin Shields, Karen Shields; Brother and Sister-in-law, Wade & Shirley Shields of Maryville; Sister and Brother-in-law, Mary Ruth & Richard Everett Jr. of Maryville; numerous nieces and nephews.

The family will receive friends from 6:00 pm until 8:00 pm, Thursday, January 17, 2002 at Smith Mortuary. Funeral service will be at 2:00 PM, Friday, January 18, 2002 at Bethel Baptist Church in Townsend with Rev. Darren Wigington officiating. The body will lie in state from 1:00 until 2:00 PM at the church. Interment will follow in Bethel Baptist Church Cemetery with military honors.
