Mr. Dragoo was a retired mortician. He was the son of Truman Dragoo and Eunice Jones. He was reared and educated in Boise, and graduated from Boise High School. He received his mortician's license in 1937 from the state of Idaho.

He married Mildred Marie Planansky on April 6, 1940. Milford and Mildred moved from Boise to Payette in 1946, where he bought Payette City Cleaners in 1947. He owned and operated the business for 31 years until he sold it in 1978. Milford was instrumental in changing the name Snake River Valley to Treasure Valley. He married Virginia Rena Fee on April 20, 1985.
