Pheobe was the daughter of Robert and Apphia Cunningham, she had 14 brothers and sisters. She was born in Clark County, Indiana, and in 1829, when she was 16, the Cunningham family came to Cheney's Grove, McLean, Illinois. At Cheney's Grove the family began farming, and a few years afterwards Robert Cunningham built a water mill on Sangamon Creek.
The Cunningham family were members of the Antinomian, also known as "Hard-shell" Baptists. Their house was used for church services. Rev. John Darnell, of Indian Grove, was for years the regular preacher there.
Pheobe married Spencer Cates on January 27, 1843 and together they had eight children. On April 15, 1865, the entire family, rigged ox teams and conveyances and headed west to Union County, Oregon. Their journey was accomplished in due time without much difficulty and they arrived in Union county when there were very few settlers. Pioneer hardships were to be encountered on every hand, and their cup of them held its share.
Her husband Spencer died just two years after their arrival in Oregon. Pheobe died August 18, 1885, she was 71.
