Rebecca was the daughter of Samuel and Mary (Gunsalus) Cowperthwait. She was born deaf like two of her sisters and one brother. Rebecca was admitted to the Pennsylvania Institution for the Deaf and Dumb on 15 May 1824 and left the Pennsylvania Institution on 30 Apr 1828.
She came to Fulton County, Illinois with her parents in 1836.
She married William T. Jackson who was also deaf, on 12 Jun 1851 in Fulton County, IL. William and Rebecca had two children: Adelia and Joseph.
Following her husbands death in 1873, Rebecca came to Fountain Greem, Hancock County, Illinois. She worked as a housekeeper for Henry Hamilton, a widower. Henry's wife was Charlotte Ross, sister of Jacob Ross who married Mary B. Cowperthwaite, youngest sister of Rebecca.
