A railroad accountant in Mississippi, he moved to Arizona in 1909 and became involved in politics. As Secretary of State, he succeeded to the position of Acting Governor on May 25, 1948 upon the death of Governor Sidney P. Osborn. He was elected on his own in 1948. During his administration, more financial support was given to higher education, a new Highway Code was created, and a Children's Colony was established. He returned to business investments in Tucson upon leaving office in 1951.
