On November 7, 1916, he was elected the first native son Governor of the state of Arizona. The Arizona Supreme Court reversed the election declaring in December of 1917 that it was won by Governor George W. P. Hunt in a recount. At the end of World War I, he worked with Herbert Hoover in the United States Food Administration. He was elected Governor in 1918 and reelected in 1920.
