A trained lawyer, he moved to Phoenix, Arizona in 1898. He became involved in politics and was elected Governor of Arizona as a Republican in 1928. His administration was marked by the creation of public works programs to combat the Great Depression, a free county library system, the State Bureau of Criminal Identification, and the Colorado River Commission. Since he was in office during the beginning of the Great Depression, he was blamed for much of its economic chaos; and he was defeated in a bid for reelection in 1930. (bio by: Thomas Fisher)
