Carlton Everett Combs was the son of Mr. and Mrs. C. E. Combs of Richmond, Virginia. He attended Westhampton Junior High School and Thomas Jefferson High School in Richmond. He also graduated from Virginia Polytechnic Institute with BS and MS degrees in Architectural Engineering. After graduation from college he served in the U. S. Army. He married Emily Dulaney Crawford in Richmond, Virginia. They had two children, Randy Combs and Pamela Helm. He later married Peg Bethany.
