He served as governor of the Arizona Territory from 1885 to 1889 and as a member of the Arizona Territorial Legislature in 1890. He was admitted to the New Jersey Bar in 1860 and served during the Civil War as Lieutenant Colonel of the 2nd District of Columbia Volunteer Infantry. He was instrumental in dam construction and water irrigation projects throughout the state of Arizona and signed the order moving the state capital from Prescott to present day Phoenix, Arizona.
