Francis was the fourth of ten children born to Avis A. and Jane 'Jincey' (McCullough) Harper. She married Thomas Fulton Rainey in 1859 and they had ten children: Kate, Lura, John William, Matthew Fitzpatrick 'Matt', Mary Elizabeth, Matilda Jane, Adley Theodore, Sarah Villulia, Thomas Franklin and Tiny Frances 'Fannie'.

Two Old Citizens
Death Claims Two Old and Worthy Ladies
Died, at the residence of her grandson, Mr. J. M. Rainey, in Gonzales, on Thursday, February 16, 1899, at 6:30 p.m., Mrs. E. E. Rainey, aged 70 years, 2 months, and 14 days. The funeral procession will move from the family residence this evening at 4 o'clock to the Masonic cemetery where the interment will take place.
Mrs. Rainey was one of the oldest inhabitants of Gonzales and county. She was a most estimable and worthy Christian lady and loved by all who knew her. For several years she has lived with her grandson, Mr. John Rainey, in Gonzales. Her death was due to old age.
