Born to Hyrum Jenkins and Belle Moyle, the third of four children. His father was a teacher and loved hunting and fly fishing. He passed on to Paul the importance of education and a love of the outdoors. Paul incorporated these passions when choosing a career. He graduated from Utah State University in 1941 with a degree in Range Management.

He put his career on hold to join the Navy in 1942 and served as lieutenant on a carrier in the Pacific until the end of WWII in 1945. He married his first wife shortly after graduating college. His first child Don Paul was born while Paul served in the Navy. His second child Katherine was born while he was working as a Range Conservationist in Colorado. His first marriage ended in divorce.

While Paul was working for the BLM in Utah he met and married the love of his life, Wanda Crosby in 1958 in Kanab UT.

In 1968 he accepted a position with the U.S. Aid and he and Wanda were off to Africa where he served for 10 years as Range Management Specialist in Nigeria, Ethiopia and Botswana. They retired in Kanab after his service in Africa. They loved to travel and kept busy after retirement. He became active in local politics and served as Kanab City Mayor for two terms through 1989.

After Wanda's passing in 2009 he continued to live alone for several years eventually going to the New Veteran's Home in Ivins UT.

He was preceded in death by an older brother and sister, son Don Paul, son-in-law Steven Turner, wife Wanda and step-daughter Cathryn Headman.

He is survived by a brother Gene, daughter Katherine, step-daughter Sherrone Turner, step-son Paul Roundy, 20 grandchildren and many more great grandchildren.

Services for Paul held Sat Sept. 6 at Mosdell Mortuary and burial with full Military Honors by American Legion Post 69.
