Phebe was the daughter of George Manning, gentleman, of Downe, County Kent, England, and his wife Johan Wallys. She was probably born about 1572 in Downe, Kent. Phoebe was mentioned in her father’s will in 1582, when she was left 30 pounds at marriage. She was obviously the youngest daughter. She married James Waters, an ironmonger of London, about 1595, because she was mentioned in her brother’s will in 1596 as Phoebe Waters. In 1608, she was left 5 pounds in her brother William’s will. Phoebe and James lived in the St. Botolph, Aldersgate parish in London and had several children, but only one who lived past childhood, Richard. Her husband died in early 1618, and she soon re-married, on February 18, 1619, William Plasse of the same parish, who called himself a gunmaker. Her son Richard married William Plasse’s daughter, Rejoice and both families moved to Salem in New England by 1637. The death of Phebe is not recorded in Salem, and it is not known where Phebe is buried.
