| Birth: | Jul. 25, 1861 Doylestown Bucks County Pennsylvania, USA | | Death: | May 18, 1915 Cheyenne Laramie County Wyoming, USA |  Acting Governor of Wyoming from 1890 until 1893. Trained as a physician, he was elected Secretary of State of Wyoming in 1890, and ascended to the governor's chair upon the resignation of Governor Francis E. Warren to take a seat in the U. S. Senate in 1890. As governor, he called out the state militia to quell a Pine Ridge Indian outbreak, and asked for federal assistance to settle the Rustler War between cattlemen and sheepmen in Johnson County in 1892.
