He graduated from Williams College in 1800, studied law and was admitted to the bar in 1803. He was active in the militia, served as a Major in the War of 1812, and later became commander of a division with the rank of Major General. He served in the Vermont House of Representatives from 1809 to 1811, 1814 to 1815, and 1820 to 1821, and as Rutland County State's Attorney from 1814 to 1815. Williams served as a Justice of the Vermont Supreme Court from 1822 to 1824, and was Vermont's US Collector of Customs from 1825 to 1829. Williams was Chief Justice of the Vermont Supreme Court from 1834 to 1846, President of the state Council of Censors in 1848, and a member of the Vermont House in 1849. In 1850 he was elected Governor as the Whig party nominee and served until 1852. He was a longtime Trustee of Middlebury College and served as President of the Williams College Alumni Association. Governor Williams was the son in law of Congressman Chauncey Langdon.
