He is credited with taking the first steps toward “cleaning up” the state’s gaming industry, by taking the lead in the establishment of the Nevada Gaming Commission and the Nevada Gaming Control Board. The Democrat also partnered with California governor Pat Brown to protect Lake Tahoe from over development.
