Afrances was born in West Portal, Hunterdon County, NJ. on February 1, 1799. She was the daughter of Jacob Creveling, Sr. and Christina Hidley Creveling.

She was the eighth of ten childen. They are: John A., George, Sarah, Ann, Jacob Jr., Samuel C., Sphia, (Frances), William H. and Mary.

Frances Creveling Carpenter Briggs married Samuel D. Carpenter, who was born on 16 August 1794 to Baltzer & Margaret Schumacher Carpenter at Carpentersville, Sussex (now Warren ) County, New Jersey. Samuel & Frances had eight children: Margare, Lucinda, Charles B., Samuel B., Daniel W., Illinois, Henrietta and one other daughter.

In 1822 the family moved to Macinac, Michagan and then on to Green Bay, Wisconsin, arriving on 10 September 1824. At that time Samuel was employed by the Hudson Bay Fur Company. The family moved to Galena, Illinois in 1827 and in 1828 he opened Mansion House Inn at Galena and also was engaged in the smelting of lead.

On 18 July 1838 her daughter Lucinda was married to Philip Burr Bradley at Galena. They moved to Van Buren township, Jackson, Iowa in 1838 or 1839, after the failure of their Rock Island coal mine. Samuel Carpenter died 21 December 1845, aged 51 years. and was buried in Old Van Buren Cemetery. Frances moved to Andrew after her husband's death, which was where her daughter Lucinda Bradley's family lived. Through her son-in-law, Philip Burr Bradley, Frances met Ansel Briggs. The two men were very close friends and political allies.

It was on 17 October 1849 that Frances Carpenter was married to Ansel Briggs, Who was then the first Governor of the state of Iowa.

Governor Briggs commuted to Iowa City fo rthe rest of his term. Frances remained in Andrew, keeping a home for their combined family.

Frances was buried in the Briggs family plot at the Perry township Cemetery at Andrew, Jackson, Iowa.
