He was the s/o John A & Sarah E Carlock Robbins Tennessee Governor. He served as Governor of Tennessee from 1919 to 1921. He was instrumental in pushing through the Tennessee General Assembly in 1919, women the right to vote. Tennessee was the 36th state to ratify Women's Suffrage. He also officiated at the marriage of World War I hero Alvin C. York and his wife Gracie.
