Otis Henry Phinney, Sr. was born November 18, 1869 in Pilot Point, Denton County, Texas, to Isaac Clark and Sallie Atchison Phinney.

Otis was nicknamed Oats. He is the second oldest of 6 children, he has 3 brothers and 2 sisters: Ira Gallano (I G), Edgar (I E), Kate Phinney Allmon, Frank Phinney, and Mary Phinney Page.

On May 13, 1891, Oats married Laura Ballew in Pilot Point, Denton County, Texas. They had 8 children, 2 died as infants: Ira Isaac (Bill) Phinney, Faye Phinney Mullins, Glenn William Phinney, Opal Phinney Hurst Daniel, Gladys Thelma (JACKIE) Phinney Sloan, and Otis (TIGE) Henry Phinney, Jr..

On May 22, 1909, Oats' wife, Laura Ballew Phinney, died from tuberculosis. Oats never remarried. When his children started leaving home and getting married, they moved to Graham, Texas. Oats' mother and sister, Mary, lived there. His father and father in law had taught his older boys how to butcher meat. In Graham, they had a slaughterhouse and a meat market. Oats joined them there about 1917. Oats Phinney died July 9, 1935 in Graham, Texas. He body was brought to Pilot Point, Texas for burial next to his wife, Laura.

Oats was a veterinarian and he was involved with quarter horse racing. All his life, he was in the horse business in one form or another. That is why his children put a horse on his headstone.
